The short version

PAGCOR, Curaçao and what that means for you
In the Philippines, online gaming for local players is licensed by PAGCOR. Its platforms must confirm your ID and a live selfie before your first deposit, accept only players aged 21 and over, and answer to PAGCOR when something goes wrong. 1WIN is not one of them. It is licensed in Curaçao and is not authorised by PAGCOR to serve players in the Philippines.
Three practical effects follow. Is 1WIN actually open to the Philippines?
The answer depends on which document you read. The partner data we received on 19 September 2026 lists the Philippines as a main market with local payment methods. However, an archived version of 1WIN's general terms from June 2026, taken from a mirror shown to a US visitor, lists the Philippines among restricted territories together with countries such as Japan, Mexico and Indonesia that the same partner data calls main markets. Regional versions of the site appear to carry different terms.
The binding text for you is the restricted territories clause on the version of the site you actually open. Read it before your first deposit. If the Philippines is on that list, the operator can close the account and keep the winnings.
Licence and company details
The licensee is 1Win N.V., Curaçao company number 147039, with payments processed by MFI Investments Limited in Cyprus. It holds Curaçao Gaming Authority licence OGL/2024/587/0621. In the regulator's register dated 31 August 2026 the licence shows an issue date of 6 September 2025 and the status "Assessment in progress", which means the regulator's review is still open. The terms set 18 as the minimum age, although Philippine rules put the bar at 21 for players in the country, and allow one account per person.

Here is how it looks with a modest budget. Deposit ₱500 each time on a PHP account and the bonus funds come to ₱500, ₱600, ₱650 and ₱750, a total of ₱2,500 on top of ₱2,000 of your own money. Deposit ₱5,000 each time and the bonus is ₱5,000, ₱6,000, ₱6,500 and ₱7,500, or ₱25,000 in all. The 500% headline is the four percentages added together, not a single fivefold match.

How the bonus turns into real pesos
This is the part most players misread. When we checked in September 2026, the main fiat track did not use a simple wagering multiple. The bonus sits in a separate bonus balance, and every day a percentage of it moves to your real balance based on how much real money you lost on slots the previous day. The exact percentages are on the bonus card.
In plain terms: the ₱2,500 from the example above does not arrive as spendable money. It trickles in as you play and lose with your own pesos. The general terms add more rules:
- Your own money is used first. Bonus funds become playable only when the real balance is empty.
- Open bets freeze bonus play. While a real-money bet is unsettled, bonus funds cannot be wagered.
- One casino bonus at a time. You can hold one casino and one sports bonus at once.
- Possible win cap. A promotion may limit how much of the bonus winnings can move to your real balance.
- Free spin winnings are wagered in slots with bets from the main account.

Before the withdrawal button works, every deposit must be turned over at least once: top up ₱1,500 and you need ₱1,500 in bets first. One-click sign-up exists, but you still have to add a real email, your full name, phone number and birth date, and they must match your ID and your payment account. Checks can be requested at any time and become likely once total withdrawals pass 500 USD equivalent. Prepare:
- A passport or other government photo ID, such as a driver's licence or UMID.

Our verdict for the Philippines
1WIN is clearly built with Filipino players in mind: peso balances, a Filipino interface, a crash-heavy lobby and payouts on small amounts that arrive within the hour under its own terms. The crypto track adds a higher match for those who already hold coins.
The weaknesses are structural rather than cosmetic. There is no PAGCOR licence, the Curaçao licence is still under assessment, e-wallet payments face the BSP's delinking order, and the restricted-country clause is not consistent across versions of the site. If you still decide to play, check that clause on your version, verify early, read each bonus card and keep deposits to money you can afford to lose.
