Best online casinos for Filipino players in 2026

Nine offshore casinos we review do not exclude the Philippines in their own terms. We ranked them on peso support, payout speed and bonus fine print, and we start with the part most lists skip: none of them is licensed by PAGCOR, and that changes what protection you have.

PAGCOR sites and offshore sites are not the same thing

A Filipino player today can land on two very different kinds of casino. The first kind is licensed by the Philippine Amusement and Gaming Corporation for players located in the country. Those platforms must check your government ID and a live selfie before you can deposit, they accept players aged 21 and over only, and their payments run through channels that the Bangko Sentral ng Pilipinas (BSP) supervises. If something goes wrong, PAGCOR is the body you complain to.

The second kind is an offshore operator licensed in Curaçao, Anjouan or another jurisdiction abroad. Every casino on this page belongs to this group. They are not authorised by PAGCOR to serve players in the Philippines, Philippine authorities act against unlicensed gambling sites, and a dispute can only go to the operator's support team and its foreign regulator. We review them because many Filipino players ask about them, and we want the trade-offs to be clear before anyone signs up.

What we checked before ranking

The first filter was simple: does the operator's own information name the Philippines as a restricted country? Jackpot City, PlayAmo and Wild Tokyo do, so they are out. Spin Casino shares Jackpot City's operator and territory clause, and the Pin-Up group announced in July 2024 that it had withdrawn the brand from the Philippines, so we left both off as well. The nine that remain were compared on five points:

  1. Peso accounts. Can you hold your balance in PHP, or is every top-up converted from dollars or euros?
  2. Payout speed in writing. The times quoted in the terms or payment pages, not the ones on a banner.
  3. Bonus mechanics. How the bonus is released, the wagering multiple, time limits and caps.
  4. Licence status. Which regulator is named and what its public register shows.
  5. Game fit. Whether the lobby carries the JILI, Spribe and Pragmatic Play titles that Filipino players open most.

1. 1WIN

The Philippines is on 1WIN's list of main markets, the countries where it offers its top local payment methods. You can open a PHP account and switch the interface to Filipino. Its welcome package spreads over four deposits: +100%, +120%, +130% and +150% on a fiat account, with 70, 100, 150 and 180 free spins, or up to 600% in total on a crypto account. Top up ₱1,000 four times on a peso account and the bonus comes to ₱1,000, ₱1,200, ₱1,300 and ₱1,500, so ₱5,000 on top of ₱4,000 deposited. The bonus is released gradually from real-money slot losses rather than paid at once. Withdrawals up to the equivalent of 50 USD are paid within 1 to 60 minutes under its terms. One caution: an older version of its general terms listed the Philippines as restricted, so read the clause on the version you see. Full details in our 1WIN review.

2. Melbet

Melbet names PHP among its local currencies and has held a Curaçao Gaming Authority licence with Active status since November 2024. The casino and fast games package covers five deposits, worth between 380 and 1,900 USD equivalent plus 220 to 290 free spins depending on the country, so the peso figure appears only on the local bonus page. Its payment guide quotes 15 minutes to one hour for local and mobile methods once your account is verified, and instant to 30 minutes for crypto. Live casino bets do not count toward the welcome wagering.

3. 1xBet

1xBet runs regional versions with peso amounts. The casino package covers four deposits with caps of EUR 300, 350, 400 and 450 in the terms, a 35x wagering on the bonus within seven days, and a maximum stake of EUR 5 while the bonus is active. Withdrawals can take up to seven business days depending on the method. Its Curaçao licence shows as Active in the regulator's register.

4 to 6. Stake, BC.Game and Rainbet

These three are built around crypto. Stake has no deposit minimum on crypto and usually pays crypto withdrawals within about an hour, while its sign-up codes unlock rakeback rather than a big match. BC.Game supports more than 165 coins and offers a four-deposit bonus with a 45x wagering on deposit plus bonus; note that its Anjouan licence in the public register runs to 1 October 2026, and renewal was not confirmed when we checked. Rainbet says it sends crypto withdrawals within 5 to 15 minutes and offers up to 250% over three deposits at 40x. None of the three offers a PHP account in its own information.

7 to 9. Mostbet, 24Casino and King Billy

None of these restricts the Philippines, but none lists the peso among its account currencies either. Mostbet's first deposit bonus reaches 125% if made within 30 minutes of sign-up, up to 300 USD, plus up to 250 free spins. 24Casino and King Billy share one operator, quote bonuses in euros and require a EUR 20 minimum deposit, and King Billy approves withdrawals only on weekdays. Every top-up would be converted, with a bank or wallet fee on top.

Paying in pesos: what changed in 2025

For years GCash and Maya were the default way Filipinos topped up gaming accounts. That ended in August 2025, when the BSP told the e-wallets it supervises to remove in-app links to online gambling platforms within 48 hours, and both apps complied. The suspension stays in place while the BSP finalises its rules on gambling payments, and its draft would require payment firms to get prior BSP authority before handling gaming transactions at all.

None of the casinos in our ranking lists GCash or Maya in its own payment information. 1WIN says it offers local methods for the Philippines, but the actual list only appears in the cashier after you log in. Crypto skips the Philippine banking rails at the casino end, but it is not a shortcut to safety: coins such as USDT still have to be bought and sold somewhere, blockchain transfers cannot be reversed, and prices can move while your balance sits on the site.

Gambling in the Philippines is legal where PAGCOR licenses it, and PAGCOR both regulates the industry and runs its own casinos. Online, it licenses platforms that serve players physically in the country, with a minimum age of 21, identity checks before the first deposit and a ban on VPN and proxy access.

The offshore side of the market went the other way. President Marcos announced a ban on Philippine offshore gaming operators, known as POGOs, in July 2024. Executive Order No. 74 followed in November 2024, and all offshore licences were cancelled by 31 December 2024. The Anti-POGO Act of 2025, Republic Act No. 12312, signed on 23 October 2025, made the ban permanent with penalties of up to 12 years in prison.

Domestic online gaming is still under debate. In February 2026 PAGCOR tightened its rules with stricter KYC and online self-exclusion tools, and during 2026 the Senate and PAGCOR have worked on a new regulatory framework. Other bills, including an outright ban on online gambling and a ban on gambling advertising, are pending in Congress. None had become law when we checked in September 2026.

What this means for you:

  • The casinos on this page are licensed abroad, not by PAGCOR, and are not authorised to serve players in the Philippines.
  • Payments to them can be declined by local banks and e-wallets, and the sites themselves may be blocked.
  • If an offshore operator refuses a payout, no Philippine regulator will take the case.
  • Every operator here bans VPNs in its own terms and can void winnings if it detects one. We do not recommend them.

Signing up and getting verified

  1. Use your real name and birth date. They must match your ID and the name on your payment account. One account per person, everywhere.
  2. Pick the currency with care. At 1WIN, the choice between PHP and a crypto account decides which bonus track you get, and it usually cannot be changed later.
  3. Read the bonus card before depositing. Some offers start a clock at registration: Mostbet's 125% applies only within 30 minutes of sign-up.
  4. Upload documents early. Expect a passport, driver's licence or UMID, a proof of address no older than three months and a statement for your payment method. 1WIN says checks become likely once total withdrawals pass 500 USD equivalent.
  5. Turn over each deposit once. 1WIN, 1xBet, Melbet and Stake all require every deposit to be wagered at least once before a withdrawal.

Super Ace and Fortune Gems 2 both publish a 10,000x cap, which is ₱100,000 on a ₱10 spin, but that ceiling is the rare top of the range. Keep it a game

Decide a monthly amount you could lose without touching money for food, rent, tuition or padala to family, and stop when it is gone. Do not borrow, do not chase losses, and remember that a welcome bonus is locked behind turnover rules, not free cash. Which online casino is best for Filipino players?

Among the offshore operators we review, 1WIN and Melbet fit best on paper: both list PHP accounts, and 1WIN treats the Philippines as a main market with a Filipino interface. Keep in mind that none of them is licensed by PAGCOR, so you have no local regulator to turn to.

Are these casinos licensed by PAGCOR?

No. Every casino on this page holds a licence from Curaçao or Anjouan. PAGCOR licenses its own list of platforms for players in the Philippines, and offshore sites are not on it. That matters most when a payout is delayed or refused.

Can I still use GCash or Maya at online casinos?
